Richard Welling Roskelley (1906-1991) was born in Smithfield, Utah. He served as an LDS missionary in the Germany/Austria Mission from 1927 to 1930 and obtained his Ph.D. in Sociology from the University of Wisconsin in 1938. Roskelley taught at various universities, including USU, and worked for the US government in Iran and Southeast Asia, especially the Philippines.
